
A public-sector position in Switzerland is defined by specific legislation based on cantonal law; the Swiss Code of Obligations is secondary. In a public-sector employment contract, the rule of law applies to the commitment of the government. Government shall not treat its employees in an arbitrary fashion, and any dealings must always be proportionate and comply with the law of equality.

This document, as approved by the government, functions as the employment contract. The protocol and the conditions of employment at the University of St.Gallen regulate the working relationship between employees and the university. The university does not issue any other written agreement.
